• चुकीचा गट नंबर: मोजणी नोटीसमध्ये मो.र.क्र. ७४५, गट क्र. ७४ असा उल्लेख — परंतु गट क्र. ७४ हा भू-नकाशा उताऱ्यानुसार "कार्यकारी अभियंता, हातनूर धरण" (खाता क्र. ७४२) यांच्या नावे सरकारी नोंदीत आहे. पुनर्वसन टप्पा २ चे अधिकृत गट नंबर ५६३, ५६४, ५६५, ५७७, ५७८, ५७९ आहेत. Wrong Gut Number: Survey notice mentions M.R. No. 745, Gut No. 74 — but Gut No. 74 is recorded in government records under "Executive Engineer, Hatnur Dam" (Account No. 742). The correct gut numbers for Punarvasan Tappa 2 are 563, 564, 565, 577, 578, 579.
• मोजणी नोटीस नाही: मला कोणतीही मोजणी नोटीस प्राप्त झालेली नाही. मोजणी अर्जामध्ये चुकीचा पत्ता नमूद. त्यामुळे मला मोजणी प्रक्रियेत सहभागी होण्याची संधी मिळाली नाही. ही बाब महाराष्ट्र जमीन महसूल संहिता कलम १३५ चे उल्लंघन आहे No Mojni Notice: I did not receive any notice regarding the land measurement (Mojni). An incorrect address was mentioned in the measurement application. As a result, I was deprived of the opportunity to participate in the measurement proceedings. This constitutes a violation of Section 135 of the Maharashtra Land Revenue Code
• माझे नाव "लगतधारक" म्हणून: मोजणी अभिलेखात माझे नाव लगतधारक म्हणून नोंदवले — परंतु मला कोणतीही माहिती दिली नाही, मला सहभागी होण्याची संधी दिली नाही. My Name as Adjoining Holder: My name was recorded as adjoining landholder in survey records — yet I was given no information and no opportunity to participate.
• पुनर्वसन टप्पा २, प्लॉट क्र. ७३ चा संबंध नाही: पुनर्वसन टप्पा २, प्लॉट क्र. ७३ हा गट क्र. ७४ मध्ये समाविष्ट होत नाही — तरीही या मोजणीचा माझ्या भूखंडाच्या हद्दीवर परिणाम झाला. No Legal Connection to Plot 73: Punarvasan Tappa 2, Plot No. 73 is not part of Gut No. 74 — yet this survey affected the boundary of my plot.

• पुनर्वसन टप्पा २ मधील गट क्र. ५६३, ५६४, ५६५, ५७७, ५७८ व ५७९ हे एकत्र करून अभिन्यास/ले-आऊट तयार करण्यात आला, परंतु या अभिन्यासातील प्रत्येक भूखंडाची स्वतंत्र मोजणी उप अधीक्षक भूमी अभिलेख कार्यालयाकडून झालेली नाही — त्यामुळे एकाही भूखंडाची अधिकृत हद्द अद्याप निश्चित करता येत नाही. Gut Nos. 563, 564, 565, 577, 578 and 579 in Punarvasan Tappa 2 were consolidated into a layout, but no individual plot within that layout has ever been separately surveyed by the DySLR office — so no plot's official boundary can yet be fixed.
• भूखंड क्र. ७४ बाबत स्पष्ट कबुली: मो.र.क्र. ७४५ अंतर्गत भूखंड क्र. ७४ ची मोजणी ही केवळ "जागेवरील परिस्थिती/वहिवाटीप्रमाणे" करण्यात आली — म्हणजे प्रत्यक्ष हद्द मोजून निश्चित केलेली नाही, फक्त सध्याच्या ताब्यानुसार नोंद घेतली. पत्रात स्वतः नमूद: "सदर भुखंड क्र. ७४ ची हद्द कायम करण्यात आलेले नाही." Explicit admission on Plot No. 74: The survey of Plot No. 74 under M.R. No. 745 was done purely based on "on-ground condition/possession" — not by measuring and fixing an actual boundary. The letter itself states: "the boundary of Plot No. 74 has not been fixed."

सरकार स्वतः लेखी कबूल करते की पुनर्वसन टप्पा २ मधील भूखंड क्र. ७४ ची — किंवा या अभिन्यासातील कोणत्याही भूखंडाची — हद्द अद्याप अधिकृतपणे निश्चित/कायम झालेलीच नाही. मग प्रश्न असा आहे — जमिनीवर प्रत्यक्षात जे हद्दीचे दगड रोवले गेले आणि कंपाऊंड बांधण्यात आले, ज्यामुळे माझ्या पुनर्वसन टप्पा २, प्लॉट क्र. ७३ ला अपेक्षित जागेपेक्षा कमी जागा शिल्लक राहिली — ते कोणी, कोणत्या अधिकृत मोजणी किंवा आदेशाच्या आधारे उभारले? कोणतीही हद्दच निश्चित नसताना दगड व कंपाऊंड जमिनीवर कसे आले, याची स्वतंत्र चौकशी होणे आवश्यक आहे.

The government itself admits in writing that the boundary of Plot No. 74 — or indeed any plot in this layout — has never been officially fixed. This raises the obvious question — who physically installed the boundary stones and built the compound wall on the ground — the ones that have left my Punarvasan Tappa 2, Plot No. 73 with less area than it should have — and under what official survey or order? If no boundary was ever fixed, an independent inquiry is needed into how these boundary markers and the compound came to exist on site at all.

• मुद्दा १ व ५: भूखंड क्र. ७४ ची मोजणी ही मंजूर अभिन्यास/आराखडा व ७/१२ अभिलेखावरून केवळ "जागेवरील परिस्थिती/वहिवाटीप्रमाणे" करण्यात आली — कारण पुनर्वसन टप्पा २ मधील सर्व भूखंडांची भूमी अभिलेख विभागाकडून एकत्रित मोजणीच अद्याप झालेली नाही, त्यामुळे कोणत्याही भूखंडाचा स्वतंत्र नकाशा/अभिलेख तयार नाही. Points 1 & 5: The survey of Plot No. 74 was done, based on the approved layout and 7/12 record, purely as per "on-ground condition/possession" — because a collective survey of all plots in Punarvasan Tappa 2 has still not been done by the Land Records Dept., so no plot has an independent map/record.
• मुद्दा ४ — निर्णायक कबुली: या मोजणीच्या ऑनलाईन प्रणालीमध्ये पुनर्वसन टप्पा २ मधील "भूखंड क्रमांक" ऐवजी "गट क्रमांक" नमूद करण्यात आल्याचे विभाग स्वतः मान्य करतो. म्हणजे "गट क्र. ७४" वापरून जी मोजणी नोंदवली गेली, ती मुळात प्लॉट-आधारित नोंदणी प्रणालीत बसतच नाही — ही आमची आधीच नोंदवलेली "चुकीचा गट नंबर" ही तक्रार आता विभागानेच लेखी मान्य केली आहे. Point 4 — Decisive Admission: The department itself admits that its online survey system recorded a "Gut Number" instead of a "Plot Number" for Punarvasan Tappa 2. In other words, the survey registered under "Gut No. 74" does not even fit the plot-based system it should have used — officially confirming, in writing, the "Wrong Gut Number" issue we had already raised as evidence.
• मुद्दा ३: लगत कब्जेदाराचा (आमचा) पत्ता अचूक देण्याची जबाबदारी मोजणी अर्जदारावर (भूखंड ७४ चे धारक) असल्याचे नमूद करून, विभागाने अर्जदाराने दिलेल्या पत्त्यावरच नोटीस पाठवली — विभागाने हा पत्ता अधिकृत ७/१२ अभिलेखाशी स्वतः पडताळल्याचा कोणताही उल्लेख नाही. Point 3: The department states that responsibility for giving the correct address of the adjoining occupant (us) lies with the survey applicant (Plot 74's holder), and that notice was sent only to the address the applicant supplied — with no mention that the department itself cross-verified this address against the official 7/12 record.

• विभागाने स्वतः मान्य केले आहे की ऑनलाईन प्रणालीत "गट क्रमांक" नोंदवला गेला, "भूखंड क्रमांक" नाही — मग मुळात प्लॉट-आधारित नसलेल्या या नोंदणीवरून मोजणी अर्ज स्वीकारलाच कसा गेला, आणि याची मंजुरी कोणत्या अधिकाऱ्याने दिली? The department admits its own system recorded a "Gut Number," not a "Plot Number" — so how was a survey application even accepted on a registration that was never plot-based to begin with, and which officer approved it?
• दोन्ही पत्रांत (Token १२३ व Token ४) DySLR वारंवार मान्य करते की भूखंड क्र. ७४ ची मोजणी केवळ वहिवाट/जागेवरील परिस्थितीनुसार झाली, हद्द निश्चित झालेली नाही — तर मग प्रत्यक्ष जमिनीवरील हद्दीचे दगड व कंपाऊंड कोणी, कोणत्या आदेशाने उभारले, याचे उत्तर अद्याप विभागाने दिलेले नाही. (पहा: पुरावा ५) Both letters (Token 123 and Token 4) repeatedly confirm that Plot No. 74's survey was based only on possession/on-ground condition, with no boundary fixed — yet the department still has not answered who physically installed the boundary stones and compound on site, and under what order. (See: Evidence 5)
• लगत कब्जेदाराचा पत्ता पडताळण्याची जबाबदारी विभागाने अर्जदारावर ढकलली आहे — परंतु अर्जदार हा स्वतः त्याच मोजणीत लाभार्थी होता. अशा स्वारस्य असलेल्या व्यक्तीने दिलेला पत्ता विभागाने ७/१२ अभिलेखाशी स्वतंत्रपणे का पडताळला नाही, याचे स्पष्टीकरण आवश्यक आहे. The department has shifted responsibility for verifying the adjoining occupant's address onto the applicant — but the applicant was himself the beneficiary of that very survey. An explanation is needed as to why the department did not independently cross-check an interested party's self-supplied address against the official 7/12 record.
