भूमी अभिलेख कार्यालय, मुक्ताईनगर यांनी मोजणी क्रमांक ७४५ अंतर्गत गट क्रमांक ७४ ची मोजणी केली — नोटीस दिनांक १७/११/२०२०, अंमलबजावणी दिनांक २७/११/२०२०.
ही मोजणी पुनर्वसन टप्पा २ च्या अधिकृत नगर रचना ले-आऊट नकाशाचा संदर्भ न घेता करण्यात आली असा आरोप आहे.
गट क्रमांक ७४ ही पुनर्वसन टप्पा २ च्या निवासी भूखंडांची मालिका नसून, हातनुर धरण प्रकल्पाची स्वतंत्र पोट खराब (सरकारी) जमीन आहे.
पुनर्वसन टप्पा २ अंतर्गत भूखंडांचे योग्य गट क्रमांक ५६३, ५६४, ५६५, ५७७, ५७८, ५७९ असे आहेत — गट क्र. ७४ या मालिकेत अजिबात बसत नाही.
मला कोणतीही पूर्वसूचना/नोटीस देण्यात आली नाही.
पुनर्वसन टप्पा २ प्लॉट क्र. ७३ चा गट क्र. ७४ शी कोणताही अभिलेखीय (administrative) संबंध नसताना, मोजणी नोटीसमध्ये माझे नाव लगतधारक म्हणून वापरण्यात आले, आणि याच मोजणीच्या आधारे भूमी अभिलेख मुक्ताईनगर यांनी माझ्या प्लॉट क्र. ७३ ची जुनी हद्द मोडून नवीन हद्द निश्चित केली — याची सखोल चौकशी होणे आवश्यक आहे.
या मोजणीच्या आधारे माझ्या भूखंडाच्या हद्दीत खांब (poles) उभारण्यात आले, ज्यामुळे माझ्या जमिनीचा काही भाग बाधित झाला.

Bhumi Abhilekh Office, Muktainagar conducted a survey under Mojni No. 745 for Gut No. 74 — notice dated 17/11/2020, execution dated 27/11/2020.
It is alleged that this survey was conducted without reference to the official Nagar Rachna (Town Planning) layout map for Punarvasan Tappa 2.
Gut No. 74 is not part of the Punarvasan Tappa 2 residential plot series — it is separate government pot kharaba land belonging to the Hatnur Dam project.
The correct gut numbers for plots under Punarvasan Tappa 2 are 563, 564, 565, 577, 578, 579 — Gut No. 74 does not fit this series at all.
no prior notice was issued to me.
Despite Punarvasan Tappa 2 Plot No. 73 having no genuine administrative/record-based connection to Gut No. 74, my name was used as the adjoining landholder in the survey notice — and using this same survey, Bhumi Abhilekh Muktainagar broke the existing boundary of my Plot No. 73 and fixed a new one. This requires a thorough inquiry.
Poles were erected on the boundary of my plot based on this survey, affecting a portion of my land.

An RTI application, RA&FD/R/2026/62334, was filed with the DySLR office requesting documents related to this survey. No response has been received to date.
तक्रार वर्ग व निकालीComplaint Transferred & Closed

याबाबत दाखल केलेली तक्रार DIS/REVD/JALG/2026/123 निकाली काढण्यात आली. पुढील तक्रार TAL/REVD/MUKT/2026/3 देखील त्याच पद्धतीने, मूळ मुद्द्यांचे निराकरण न करता बंद करण्यात आली — त्यामुळे TAL/REVD/MUKT/2026/4 ही तिसरी तक्रार दाखल करावी लागली.

The complaint filed on this matter, DIS/REVD/JALG/2026/123, was closed. A follow-up complaint, TAL/REVD/MUKT/2026/3, was likewise closed without resolving the core issues — requiring a third complaint, TAL/REVD/MUKT/2026/4.

Token DIS/REVD/JALG/2026/123 व स्वतंत्रपणे दाखल DIS/REVD/JALG/2026/4 या दोन तक्रारींना DySLR मुक्ताईनगर यांच्याकडून प्रथमच तपशीलवार लेखी उत्तरे मिळाली. या पत्रांत विभागाने स्वतः मान्य केले — (अ) भूखंड क्र. ७४ ची मोजणी केवळ जागेवरील परिस्थिती/वहिवाटीप्रमाणे झाली, हद्द निश्चित झालेली नाही, आणि (ब) ऑनलाईन प्रणालीत "भूखंड क्रमांक" ऐवजी "गट क्रमांक" नोंदवला गेला. तरीही दोन्ही तक्रारी निकाली काढण्यात आल्या — मूळ मागणी अद्याप अनुत्तरितच. पुरावा ५ · पुरावा ६

Two complaints — Token DIS/REVD/JALG/2026/123 and the separately filed DIS/REVD/JALG/2026/4 — finally received detailed written replies from DySLR Muktainagar. In these letters the department itself admitted — (a) Plot No. 74's survey was done purely per on-ground condition/possession, with the boundary never fixed, and (b) its online system recorded a "Gut Number" instead of a "Plot Number." Why was this particular survey conducted, and conducted urgently, during the COVID lockdown period when general administrative work was otherwise slowed?
What official order authorizes the poles erected on the basis of this survey?

गट क्रमांक ७४ का वापरला? DySLR स्वतः मान्य करते की ऑनलाईन प्रणालीत पुनर्वसन टप्पा २ साठी "भूखंड क्रमांक" ऐवजी "गट क्रमांक" नोंदवला गेला — म्हणजे मुळात ही मोजणी प्लॉट-आधारित प्रणालीत बसतच नाही. पण कोणी व का ही चुकीची नोंद केली, याचे उत्तर अद्याप नाही.
माझे प्लॉट क्र. ७३ लगतधारक कसे ठरले? DySLR सांगते की मंजूर आराखडा/ले-आऊट मधील प्लॉट क्र. ७४ व ७/१२ अभिलेखावरून प्लॉट ७३ ला लगत ठरवण्यात आले. पण हा आधार-दस्तऐवज आजतागायत उपलब्ध करून दिलेला नाही.

Why was Gut No. 74 used? DySLR itself admits its online system recorded a "Gut Number" instead of a "Plot Number" for Punarvasan Tappa 2 — meaning this survey never fit a plot-based system to begin with. Who made this wrong entry and why is still unanswered.
How was my Plot No. 73 determined to be the adjoining landholder? DySLR states it was based on the approved layout's Plot No. 74 and the 7/12 record showing Plot 73 as adjoining. That underlying document has still never been provided.
Why did I not receive notice? DySLR states the applicant was responsible for supplying the adjoining holder's address, and notice was sent to wrong address. Why the department never independently verified an interested applicant's self-supplied address against the 7/12 record remains unanswered.
Why is a fresh survey "not possible" now, if a survey happened in 2020? DySLR now admits, in writing, that Plot No. 74's survey was done purely per on-ground condition/possession, and its boundary was never officially fixed. This is the department confirming, in its own words, that the disputed 2020 survey itself stood on an insufficient, unofficial basis.

DySLR स्वतः कबूल करते की भूखंड क्र. ७४ ची हद्द अधिकृतपणे कधीच निश्चित झालेली नाही. मग जमिनीवर प्रत्यक्षात उभारलेले खांब, हद्दीचे दगड आणि कंपाऊंड — ज्यामुळे माझ्या प्लॉट क्र. ७३ ला अपेक्षित जागेपेक्षा कमी जागा शिल्लक राहिली — ते कोणी, कोणत्या अधिकृत आदेशाच्या आधारे उभारले? कोणतीही हद्दच निश्चित नसताना हे प्रत्यक्षात जमिनीवर कसे आले, याची स्वतंत्र चौकशी होणे आवश्यक आहे.

DySLR itself admits Plot No. 74's boundary has never been officially fixed. So who physically installed the poles, boundary stones, and compound on the ground — the ones that have left my Plot No. 73 with less area than it should have — and under what official order? If no boundary was ever fixed, an independent inquiry is needed into how these markers came to exist on site at all.

प्लॉट क्र. ७३ ची स्वतंत्र, अधिकृत व पारदर्शक मोजणी तत्काळ करण्यात यावी — "मोजणी शक्य नाही" या उत्तराचे लेखी व सकारण स्पष्टीकरण द्यावे.

Mojni No. 745, and the use of Gut No. 74 within it, should be cancelled immediately, as it is inconsistent with the official Punarvasan Tappa 2 layout map.
An independent, senior-level inquiry should be conducted into the basis on which Plot No. 73 was linked to Gut No. 74 as its adjoining landholder, and the authority under which the boundary of Plot No. 73 was altered on this basis.
The poles erected on the basis of this illegal survey should be removed immediately.
A fresh, transparent survey should be conducted based on the official Punarvasan Tappa 2 layout map, with proper notice issued to all adjoining landholders.
All original documentation related to Mojni No. 745 (register entries, attendance list, proof of notice delivery) should be furnished immediately under the Right to Information Act.
An independent, official, and transparent survey of Plot No. 73 should be conducted without further delay — and a written, reasoned explanation should be given for the claim that such a survey is "not possible."
